Cost Segregation for Chincoteague, Virginia Rentals
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated October 17, 2026
Quick answer
A short-term rental on Chincoteague Island, Virginia, in Accomack County beside Assateague Island, qualifies for a cost segregation study the same as any rental property. The market runs on a summer season, a concentrated July Pony Swim week, and shoulder-season weekends, and much of the housing is cottages and homes built for a flood zone. A study reclassifies interior finishes and site items such as decking and docks into 5-, 7-, and 15-year schedules, while the raised structure stays on the long schedule. Both the Town and Accomack County publish their own transient occupancy tax pages, which this guide cites.

Chincoteague is an island town in Accomack County, next to the Assateague Island refuge
The July Pony Swim concentrates demand into one event week on top of a summer season
Flood-zone construction affects what is structural and what reclassifies, not whether a rental qualifies
The Town and Accomack County each publish a transient occupancy tax rate, and the two pages differ

Watch a beach house rental get built and classified
A hypothetical $1.4 million four-bedroom oceanfront house goes up on timber pilings, from the shell driveway and the parking level to the living floor, the porches and the terrace. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Chincoteague is an island town in Accomack County, on Virginia's Eastern Shore, reached from the mainland by a causeway. Next door, on Assateague Island, sits the Chincoteague National Wildlife Refuge, home of the wild ponies. Each July the Chincoteague Volunteer Fire Company runs the Pony Swim, which pulls visitors from Washington, Baltimore, and Philadelphia, the three drive-to metros. NASA's Wallops Flight Facility is also nearby on the mainland, and the Town of Chincoteague lists it among its own quick links.
The rental stock is cottages and homes, many built for a flood zone, on an island with a short, concentrated season. For another Delmarva coast market, see the Ocean City, MD page; for a different island-and-causeway market, see the Outer Banks page.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

What the Town and County publish about lodging taxes
Two governments publish transient occupancy tax information for the island, and the figures differ. The Town of Chincoteague's taxes page says transient occupancy tax is charged by providers of lodging of less than 30 days, at a current Town rate of 5%. The same page says the Town levies an annual business license tax on persons doing business in the Town, due April 30, at $0.13 per $100 of the previous year's gross receipts for most categories, with a $50 minimum and a $500 maximum.
Accomack County's transient taxes page lists a separate rate: 2% within the Town of Chincoteague, set under an annexation agreement between the Town and the County, and 5% for the rest of the County. All collectors register with the Commissioner of Revenue and remit quarterly, on or before October 31, January 31, April 30, and July 31, with a 10% penalty and 8% interest computed on delinquent taxes. The page adds that, because of changes to the Code of Virginia effective July 1, 2025, every accommodations provider files an annual attestation form with that office. This guide reports each government's page as published and does not combine the two rates.
These are lodging and licensing taxes. They sit outside income tax and outside depreciation, so they matter for pricing and bookkeeping, not for which components reclassify.
Built for a flood zone: what a study records
Where a house is raised on pilings or an elevated foundation, that structure stays on the long residential schedule along with the roof and central HVAC. Where a building sits in a mapped flood hazard area, its elevation is a construction fact recorded alongside the foundation type, and it does not change which finishes reclassify. What reclassifies is the layer on top and around it:
5-year: cabinetry, appliances, carpet and most flooring, window treatments, decorative lighting
7-year: certain built-in furniture and freestanding fixtures
15-year land improvements: decking, docks and piers, boat lifts, fencing, driveways, exterior lighting, outdoor showers
A study classifies the components physically in the building today, not its age, so a cottage built in the 1950s and a house finished last year are handled the same way. Docks and piers are land improvements, generally 15-year property, and the documented construction of each structure decides how it is classified. A bayside property with a dock carries a different site list than an inland-lot cottage, much like the bayside and oceanside split on the Long Beach Island page.

Pony Swim week and the 7-day test
The short-term rental exception in Reg. 1.469-1T(e)(3)(ii) measures the average stay across the whole year. A house that books a full week around the July Pony Swim, a run of summer weeks, and shoulder-season weekends has an average set by its own booking log, and the 7-day rule page shows how to compute it. Event week stays tend to be built around a fixed date, so the arithmetic is worth running on the real calendar rather than assuming.
Clearing that line only opens the door to material participation: 500 hours, substantially all the participation, or 100 hours and more than any other individual. Many island owners live hours away and hire a local manager, whose hours count against the owner in the 100-hour comparison, a dynamic covered on the out-of-state landlord page. A cottage the family also uses should keep the 14-day personal-use line in view, on the personal-use page.
Older cottages, renovations, and state tax
A cottage held for years often has original components that were never separated out. A look-back study catches up the missed depreciation through Form 3115 with a section 481(a) adjustment in the current tax year, covered on the look-back page. When an owner replaces a component in a renovation, the remaining basis of what came out can generally be written off under the partial asset disposition rule, but only in the year of the replacement, on the after-renovation page.
Federal depreciation rules are the same in every state. How a state treats bonus depreciation on its own income tax varies, and the state conformity page explains how to check.
Getting a number for a Chincoteague property
Every study is custom-priced to the property, and short-term rental studies work from listing photos with no site visit. Turnaround normally runs 1 to 2 weeks for a residential rental and 2 to 3 weeks during tax season. Basis guarantees at least 30 times the fee in first-year deductions on a short-term rental, or that study is free.
A hypothetical, deduction only: a round $400,000 building value on an island cottage, run through the estimator rule on the calculator page (16% to 26% of building value for a short-term rental), gives an estimated first-year deduction of $64,000 to $104,000. An engineered study sets the real figure from the property itself. The 60-second qualifier at /qualify models a specific property before any commitment.
Frequently asked questions
What county is Chincoteague in?
Accomack County, on Virginia's Eastern Shore. The Town of Chincoteague has its own government, and Accomack County separately publishes a transient occupancy tax page that includes a rate for the area inside the Town.
Do the Town and County publish the same lodging tax rate?
No. The Town's page lists a 5% Town transient occupancy tax, and the County's page lists 2% within the Town under an annexation agreement. Each is reported as published; confirm current rates with the Town and the Commissioner of Revenue.
Does building in a flood zone stop a rental from qualifying for a study?
No. Flood-zone construction changes what is structural, such as a raised foundation, and what is site work, such as decking and docks. The rental still qualifies, and the components in place determine what reclassifies.
Does the July Pony Swim affect the cost segregation study?
No. The event affects the booking calendar and the average-stay calculation for the passive loss rules, not the depreciation study, which classifies building components the same way whatever drives the bookings.
Does a Chincoteague rental need a site visit for a study?
No. Short-term rental studies work from the listing photos already posted for guests, so there is no scheduled visit and no owner homework list.
