Cost Segregation for a Hot Springs, Arkansas Rental
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated October 17, 2026
Quick answer
Yes. A Hot Springs rental qualifies for cost segregation like any residential rental: an engineering review moves cabinetry, flooring, site work and lake-lot construction into 5-, 7- and 15-year schedules instead of leaving them on the building's own 27.5- or 39-year schedule. Hot Springs is in Garland County, and the City of Hot Springs publishes its own short-term rental licensing rules, including a cap on licenses in residential zones, which makes the local record unusually specific.

Hot Springs is in Garland County: a spa city, a national park, and two lakes to the west.
The city requires an annual short-term rental business license and caps residential-zone licenses at 400.
Lake Hamilton and Lake Ouachita houses add docks and shoreline work to the component list.
Racing season, spring weekends and summer lake weeks give the market several different stay lengths.

Watch a lake house rental get built and classified
A hypothetical $900,000 four-bedroom lake house goes up on a sloping lot, from the driveway and the walkout level to the great room, the screened porch and the covered dock. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Hot Springs sits in Garland County, Arkansas, and the national park is not a separate place from the town: Hot Springs National Park sits inside the city, with Bathhouse Row along Central Avenue. Around that historic core, the rental stock splits into three kinds. There are downtown and in-town houses and condos near the baths, houses in the hills around the city, and lake houses on Lake Hamilton and Lake Ouachita, both west of town. Little Rock and Dallas are the usual drive-to metros.
Arkansas has another spa-town rental market worth comparing, in the Ozarks of northwest Arkansas: the Eureka Springs page covers a market where the permit supply is capped. Hot Springs runs a version of that idea inside city limits, and the specifics are below.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

What the City of Hot Springs publishes about short-term rentals
The City of Hot Springs maintains a Planning and Development section on short-term residential rentals. According to it, an STR needs an annual business license, valid for the calendar year in which it is issued. An STR in a residential zone also needs a Special Use Permit from the city's Planning and Development Director. The residential-zone cap is 400 licenses, with no waitlist once the cap is met in a given year. Non-residential zones are exempt from the cap, as are condominiums recorded before January 18, 2022. The page is the city's short-term rental main page. The city's license requirements page shows the cap stepping down from 500 to 400 beginning January 1, 2023, with licenses above the cap subject to annual renewal, and lists the attachments an application needs: an inspection report, and an approved Special Use document for a new residential-zone license.
The city's fee page states that the annual fee is $50 per person of maximum overnight occupancy authorized by the license, with a minimum of $200, on the STR fees and penalties page. Separately, the Hot Springs visitors bureau's Advertising and Promotion tax page links a separate registration and payment portal for short-term rental properties: the Advertising and Promotion tax page.
These are the city's rules for properties inside Hot Springs. Lake parcels may sit outside the city limits, so the first step is confirming which jurisdiction a given address falls in.
A license is not a tax test
A city license and the federal tests answer different questions. The license says whether the city allows the rental to operate. The tax tests ask how long guests stay and how many hours the owner works. A licensed rental can still miss the 7-day average, and a rental with a record of mostly short stays can still have a participation problem, because the manager's hours count against the owner in one of the tests.
The license does matter for one practical reason: a cost segregation report is only as good as the facts behind the property. When the license lists a maximum occupancy, a bedroom count and a floor plan, as the city's application requires, that record sits alongside the listing photos and gives the report a consistent description of the building.

Lake Hamilton and Lake Ouachita houses
A lake house west of Hot Springs adds construction an in-town house does not have: a dock, a boat lift, a seawall or retaining wall, steps down the lot and a deck or porch built toward the water. Dock and shoreline rules differ by lake and by who manages the shoreline, so a permitted dock is a fact to confirm in the property's file before it is counted. Where a dock or wall exists, it is a physical item with its own cost.
Stays on the building's 27.5- or 39-year schedule: the framing, roof structure, foundation and central HVAC.
5-year: cabinetry, appliances, carpet and most flooring, decorative lighting, window treatments.
The lake house rental page covers the full component table, and the in-town houses sort the same way minus the shoreline items.
Racing season, spring weekends, and summer lake weeks
Hot Springs does not run on one peak. Oaklawn's live racing season, headlined by the Arkansas Derby, fills the town in the cooler months into spring. Bathhouse Row and the national park draw visitors across the year. Summer shifts toward lake weeks on Hamilton and Ouachita. The result is a mix of short race-weekend stays, mid-length vacation trips and some full-week summer bookings.
For the section 469 short-term rental exception, what counts is the average stay across the full year. A property with many 2-night and 3-night stays tends to land well under 7 days even if it has a few full weeks, and the average-stay rule shows how the figure is built. Whether a particular property's calendar clears the line is a question for the owner and the owner's CPA, using that year's booking records.
The arithmetic our free estimate runs, on a hypothetical Hot Springs rental with a building value of $500,000, not counting land: the 16% to 26% range for a short-term rental gives $80,000 to $130,000 of estimated first-year deductions. That models a deduction under a published rule and is not a forecast for any property.
Getting a number for a Hot Springs rental
A free Preliminary Benefit Estimate models the likely first-year deduction range for a specific property, built from listing photos with no site visit and no owner homework list, whether the property is a downtown house, a hillside home or a lake house. A rental owned for years goes through a look-back study on Form 3115 with a section 481(a) catch-up, so a property bought before the owner heard of cost segregation is not left out. The qualifier at /qualify takes about 60 seconds.
Frequently asked questions
Does Hot Springs require a license for a short-term rental?
According to the City of Hot Springs, an STR needs an annual business license valid for the calendar year it is issued, and a Special Use Permit in residential zones. The city's STR pages list the requirements and fees.
Is there a cap on short-term rental licenses in Hot Springs?
The city states a residential-zone cap of 400 licenses with no waitlist once the cap is met in a year. Non-residential zones and condominiums recorded before January 18, 2022 are exempt from the cap.
Do the city's rules apply to a Lake Hamilton or Lake Ouachita house?
Only if the parcel is inside Hot Springs city limits. Lake properties may sit elsewhere in Garland County, so the jurisdiction of the specific address needs confirming before relying on the city's rules.
Does the city license change how a rental depreciates?
No. The license governs whether the rental may operate. Depreciation, bonus depreciation and the 7-day and participation tests are federal tax mechanics and do not depend on the license.
How is a lake dock treated in a cost segregation report?
A dock is generally a 15-year land improvement, alongside retaining walls, steps and driveways, separate from the house shell.
