Cost Segregation Services in Delaware: Rehoboth, Dewey, Bethany, and Fenwick
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated August 28, 2026
Cost segregation services in Delaware center on one county: Sussex County, home to every mile of the state's ocean coastline and its four beach towns, Rehoboth Beach, Dewey Beach, Bethany Beach, and Fenwick Island. A short-term rental in any of the four qualifies for a study the same as any rental property. Rehoboth is the largest and most commercial; Dewey, Bethany, and Fenwick run quieter, smaller-scale rental stock, but the depreciation mechanics are identical across all four towns.
Key takeaways
Sussex County is Delaware's only coastal county, home to all four beach towns
Rehoboth Beach is the largest and most commercial of the four; the other three run smaller and quieter
Fenwick Island sits at the state line, next door to Ocean City, Maryland
The market runs the same weekly summer rental calendar as the rest of the mid-Atlantic coast

Steven's Take
All of Delaware's ocean coastline runs through one county, and this runs as one page for four towns instead of four thin ones because the mechanics genuinely do not change between Rehoboth's commercial strip and Fenwick's quieter stretch at the state line. What changes is scale: a larger Rehoboth rental has more to classify than a smaller Bethany cottage, not a different kind of study. An owner in any of the four is running the same weekly summer calendar as the rest of the mid-Atlantic coast, and the same estimate applies before anyone spends a dollar finding their real number. One county, four towns, one set of mechanics.

Watch a short-term rental get built and classified
A hypothetical $3.25 million Sedona vacation rental goes up piece by piece, from the four suites to the pool, hot tub and pickleball court. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Every mile of Delaware's ocean coastline sits inside a single county, Sussex, which makes Sussex County the natural starting point for cost segregation services in Delaware generally. Four towns anchor the beach rental market there: Rehoboth Beach, Dewey Beach just south of it, Bethany Beach further south, and Fenwick Island at the state line, bordering Ocean City, Maryland. All four sit within a short drive of each other along Route 1, and all four run the same federal depreciation rules a short-term rental anywhere in the country runs.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

Rehoboth Beach is Delaware's largest and most commercial beach town, with an incorporated town government and its own official site (cityofrehoboth.com), a boardwalk, a year-round downtown, and a rental stock that runs from older shingle-style cottages near the boardwalk to newer construction further from the water. A lot of its heavier visitor traffic comes from the DC and Baltimore corridor given the direct drive down Route 1. That larger scale generally means more turnover volume and more varied property types than the three smaller towns south of it.
Dewey, Bethany, and Fenwick: three quieter neighbors
Dewey Beach sits just south of Rehoboth, smaller and more nightlife-oriented, with a narrower stretch of rental stock packed close to the water. Bethany Beach, further south, runs a quieter, more family-oriented reputation, with newer single-family construction alongside older cottages. Fenwick Island, the southernmost of the four, sits directly on the Delaware-Maryland line, sharing a barrier-island stretch of coast with Ocean City, Maryland just across the state border. None of the three carries Rehoboth's commercial density, but all three run the same rental component mix: cabinetry, flooring, decorative lighting, and site work that reclassifies out of the standard 27.5-year residential schedule the same way it would anywhere else.
Structural, 27.5-year: framing, roof, central HVAC, the foundation.
5-year: cabinetry, appliances, carpet and most flooring, decorative lighting, window treatments.
7-year: certain built-in furniture and freestanding fixtures.
15-year land improvements: decking, driveways, fencing, exterior lighting, outdoor shower enclosures, pools where present.
The weekly-rental math along the Delaware coast
All four towns run the same weekly summer rental calendar common across the mid-Atlantic shore, Saturday-to-Saturday turnovers through peak season. A full season of 7-night stays averages to a 7-day stay, right at the line Reg. 1.469-1T(e)(3)(ii) sets for the short-term rental exception to apply, the same test that governs a rental anywhere along the Maryland coast just south or the Jersey Shore further north. A property that also books shorter shoulder-season weekends tends to pull that yearly average down rather than up.
Clearing that test only opens the door to material participation: 500 hours, substantially all the participation, or 100 hours and more than any other individual, cleaners and property managers included. A number of Sussex County owners live in the DC, Baltimore, or Philadelphia metro areas and hire a local rental agency for bookings and turnovers, whose hours count against the owner in that last comparison.
The 60-Second Qualifier
Four questions. Our engineering team's model shows the estimated first-year acceleration a study of your property would target, free, before you commit to anything.
Rehoboth's older shingle-style cottages and Bethany's mix of vintage and newer homes both go through renovation cycles the same as any long-held beach property, a kitchen rebuilt, an old roof replaced, a bathroom gutted and redone. When an older component is replaced during one of those projects, the remaining basis of what got torn out can generally be written off under the partial asset disposition rule (Treas. Reg. 1.168(i)-8), but only in the tax year the replacement happens. Miss that year and the election is gone; the old component's basis stays buried in the building, depreciating for decades under whatever replaced it.
A cottage an owner has held for years without ever separating out its original components is a candidate for a look-back study instead, claimed through Form 3115 with a section 481(a) catch-up deduction in the current tax year, no amended returns required. And a Delaware beach house that gets used personally for a week or two on top of its rental season should keep Section 280A in mind, which limits deductions once personal use exceeds the greater of 14 days or 10% of the days the property is actually rented.
What the numbers look like at commercial scale
A recent engineered study on a medical clinic produced $241,839 in first-year deductions on a $1,404,500 building basis for a $10,000 fee, a 24.2-to-1 ratio, a commercial example offered as a scale reference rather than a claim about a residential Delaware beach property. A single-family rental in Rehoboth, Dewey, Bethany, or Fenwick, with a full interior finish package and typical site work, tends to carry a meaningful share of reclassifiable basis for its size, since a study typically shifts 15 to 35% of a building's basis into faster schedules.
Delaware charges no state sales tax, a fact a lot of Sussex County shoppers and property owners already know. It changes nothing about the federal depreciation mechanics described here; cost segregation runs on federal rules under section 168 and section 481(a), regardless of what a state does or does not tax at the register.
Getting a study started anywhere in Sussex County
A short-term rental study works from listing photos, whether the property is a Rehoboth cottage, a Bethany single-family house, or a Fenwick Island rental steps from the Maryland line. No site visit, no owner homework list. Every study is custom-priced to the property, with turnaround normally running 1 to 2 weeks for a residential rental, 2 to 3 weeks during tax season, and Basis guarantees at least 30 times the fee in first-year deductions on a short-term rental, or the study is free.
For a property owned for years before an owner heard of cost segregation, a look-back study picks up the missed depreciation through Form 3115 with a section 481(a) catch-up in the current tax year, no amended returns required. Frequently asked questions
What county covers Delaware's beach towns?
Sussex County. It is Delaware's only coastal county and contains all four of the state's ocean beach towns: Rehoboth Beach, Dewey Beach, Bethany Beach, and Fenwick Island, each with its own building stock.
Does cost segregation work the same in a small town like Fenwick Island as in Rehoboth Beach?
Yes. The federal depreciation mechanics, recovery periods, and short-term rental tests are identical regardless of the town's size. A smaller rental market changes turnover volume and property types, not the underlying tax rules.
How close is Fenwick Island to Ocean City, Maryland?
Fenwick Island sits directly on the Delaware-Maryland state line, sharing the same barrier-island stretch of coast as Ocean City, Maryland just across the border, though the two towns are in different states and counties.
Does Delaware having no state sales tax affect a cost segregation study?
No. Depreciation, bonus depreciation, and the section 481(a) look-back catch-up are federal mechanics under the federal tax code. A state's sales tax policy has no bearing on how those federal rules apply to a property.
Does a Delaware beach rental need a site visit for a study?
No. A short-term rental study works from listing photos already posted for guests, so there is no scheduled visit and no owner homework list, whether the property is in Rehoboth, Dewey, Bethany, or Fenwick Island.
