Cost Segregation for Brevard and Transylvania County, North Carolina
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated October 17, 2026
Quick answer
Brevard is the county seat of Transylvania County, North Carolina, the Land of Waterfalls, and a cabin or mountain home there is studied like any other residential rental: an engineering study moves interior finishes, decks and site work onto 5-, 7- and 15-year schedules instead of leaving them on the building's own 27.5- or 39-year schedule. The public record adds local facts. The county's occupancy tax form states a 5% rate, the City of Brevard adopted new short-term rental rules in August 2023, and the county's parcel file shows about 78% of assessed value in buildings inside the city limits.

Watch a log cabin rental get built and classified
A hypothetical $600,000 three-bedroom log cabin goes up floor by floor, from the gravel drive and foundation to the game loft and the hot tub on the deck. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Transylvania County is the Land of Waterfalls, with Brevard as its seat. Pisgah National Forest and DuPont State Recreational Forest run through the county, and the drive-in names visitors know are Looking Glass Falls and Sliding Rock. Summer brings the Brevard Music Center's festival season. Fall brings leaf color along the forest roads, and winter is generally the slower stretch.
Asheville is the nearest city, and Greenville, South Carolina is the other drive-to market. The rental stock is mostly cabins and mountain homes, many on wooded or creek-side lots with driveways cut into a slope. Those physical facts decide what goes on a component list. The calendar decides a different question, the 7-day average, which comes up below.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

What Transylvania County and the City of Brevard publish
The county's monthly Occupancy Tax Remittance Form states the rate as 5% of the gross receipts from the rental of a room or lodging subject to state sales tax. Forms and payment go to Tax Administration, due by the 20th of the month after the stay. The form's instructions tell an owner to subtract sales on which a third party, such as Airbnb, has already collected and remitted the tax.
Inside the city limits there is a second layer. The City of Brevard's short-term rental page says City Council adopted amendments to its development ordinance by Ordinance 2023-37 on August 21, 2023, and that the current rules sit in section 3.6.A.3 of the Unified Development Ordinance. The recommendation Council took up included grandfathering existing rentals and requiring a zoning permit before a new one opens. A cabin outside the city limits is in a different jurisdiction, so the first fact for any property is which side of that line its address falls on.
What the assessor's file shows: land versus building
North Carolina's appraisal statute, G.S. 105-317, has appraisers value land on its own factors and a building on its own, so a parcel record carries separate land and building lines. Transylvania County publishes both in its public parcel map service, which carries fields for land value, building value and a separate extra-features value.
On October 17, 2026 we pulled the county's parcels that intersect the county's Brevard city limits layer, kept one record per parcel number, and kept the 3,532 with both a land value and a building value above zero. Land totaled about $477 million and buildings about $1.71 billion, so buildings were about 78% of combined value and land about 22%. The median parcel was 79% building, and the middle half fell between 70% and 85%. Across the whole county the same filter keeps 17,941 parcels, with buildings at about 80% of combined value and a median parcel at 84%. The extra-features line, which holds items outside the main building, is left out of both figures.
The values come from the county's reappraisal as of January 1, 2025, according to its Tax Administration page, which also schedules the next one for January 1, 2029. The split is a reference point, not the allocation a purchase uses, and an individual lot can sit well off the average. Land is never depreciable, which is why the land line matters. The land value guide covers how the allocation gets set.

Cabins, creeks and what goes on the component list
A creek-side or wooded Transylvania lot adds site work a plain lot does not have. Long driveways, retaining walls, steps, a footbridge, decks and exterior lighting are site items, separate from the structure, and they generally sort into the 15-year land improvement bucket. Cabinetry, appliances, carpet and most flooring, and decorative lighting inside generally move to 5-year property, and certain built-in fixtures generally move to 7-year property.
The shell, the roof structure and the central HVAC generally stay on the building's own schedule, 27.5 years or 39, and a short-term rental averaging stays of 7 days or less generally lands on 39 (see the 27.5 or 39 years guide). A study typically shifts 15 to 35% of a building's basis into the faster schedules. The cabin page goes through each component, and the site improvements page covers the 15-year group.
A cabin held for years is not locked out. A look-back study on Form 3115 can pick up depreciation never claimed, covered in the look-back guide.
Festival summers, leaf season and the 7-day test
The short-term rental exception under Reg. 1.469-1T(e)(3)(ii) turns on whether the average guest stay across the full year is 7 days or less. Music festival weekends and waterfall trips tend to run a few nights, summer vacation stays run longer, and winter is generally the slower season. Whether a particular Brevard property blends to 7 days or less depends on that year's actual booking records. The average-stay guide shows the calculation.
Material participation is the separate question. An owner in Greenville or Asheville who turns the cabin personally has a different count of hours than one who hands it to a manager, since the manager's hours count in the comparison. The material participation page lays out the tests. Which one a specific owner clears is a question for that owner's CPA, and it does not change what a depreciation study finds in the cabin.
Hypothetical math, then a real estate estimate
For scale, take a hypothetical Brevard cabin with a building value of $600,000, land excluded. Our free estimate's rule for a short-term rental is 16% to 26% of building value, which gives $96,000 to $156,000 of estimated first-year deductions. The range assumes 100% bonus depreciation, which applies to property acquired after January 19, 2025. It is a deduction, not a cash figure, and an engineered study sets the real number.
A free Preliminary Benefit Estimate at /qualify runs that rule on a specific cabin, and short-term rental studies work from listing photos with no site visit. For nearby markets, see Asheville and Cashiers and Highlands, or the North Carolina hub.
Frequently asked questions
What is the occupancy tax rate in Transylvania County, NC?
The county's monthly remittance form states 5% of the gross receipts from room and lodging rentals subject to state sales tax. Remittances are due by the 20th of the following month.
Did the City of Brevard change its short-term rental rules?
Yes. The city says Council adopted amendments by Ordinance 2023-37 on August 21, 2023, and that the rules are in section 3.6.A.3 of its Unified Development Ordinance. Properties outside the city limits are in a different jurisdiction.
How much of a Brevard property's assessed value is land?
Inside the city limits, parcels with both values carry about 78% of combined assessed value in buildings and about 22% in land, with the median parcel at 79% building. It is a reference point, not a purchase allocation.
When is Transylvania County's next reappraisal?
January 1, 2029. The county's current values come from its reappraisal as of January 1, 2025.
Does a creek-side lot change a cost segregation study?
It changes the component list. Retaining walls, footbridges, steps, driveways and decks are site work, generally on the 15-year schedule, and they are a larger share of a cabin on a sloped or wooded lot.
