Cost Segregation for Hiawassee, Georgia and Lake Chatuge Rentals
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated October 17, 2026
Quick answer
Cost segregation works on a Hiawassee, Georgia lake house or cabin the same way it works on any residential rental: an engineering study reclassifies the interior finishes, the dock, the seawall, and the site work into 5-, 7-, and 15-year schedules instead of leaving them on the building's own 27.5- or 39-year schedule. Hiawassee is the seat of Towns County, on Lake Chatuge at the Georgia and North Carolina line. Two local facts set this market apart: Georgia lists a different lodging tax rate for the county than for the City of Hiawassee, and docks on the lake sit under a federal permit from the Tennessee Valley Authority.

Hiawassee is the Towns County seat on Lake Chatuge, at the Georgia and North Carolina line, a drive north of Atlanta.
Georgia's own report lists lodging tax at 5% for Towns County and 8% for the City of Hiawassee.
The Towns County Tax Commissioner collects lodging tax alongside property tax.
Docks on Chatuge need Section 26a approval from the Tennessee Valley Authority.

Watch a lake house rental get built and classified
A hypothetical $900,000 four-bedroom lake house goes up on a sloping lot, from the driveway and the walkout level to the great room, the screened porch and the covered dock. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Hiawassee is the seat of Towns County, Georgia, a small mountain county on the North Carolina border. Lake Chatuge is a Tennessee Valley Authority reservoir whose waters cross the state line, with Hiawassee on the Georgia shore and Young Harris nearby. The rental stock splits two ways: lake houses and cottages on the shoreline, many with docks, and mountain cabins in the hills above the water. Atlanta is the main drive-to market.
The calendar has a clear shape. Summer is lake season, with boating and swimming and the longest stays. Fall brings leaf color and festival weekends, including events at the Georgia Mountain Fairgrounds in Hiawassee, and those trips run shorter. The depreciation rules are federal and the same everywhere. The local details are the tax rates and the dock permit, covered next.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

Georgia's Department of Community Affairs publishes a hotel-motel excise tax report listing each local government's rate as filed with the state. In the August 2025 edition, Towns County is listed at 5 percent and the City of Hiawassee at 8 percent. A lake house inside city limits and a cabin in the unincorporated hills therefore sit under different listed rates. Which line applies depends on whether the parcel is inside the city limits, and the Georgia and county sites above are the places to confirm that for a specific address.
The Towns County Tax Commissioner's page on the county website directs owners to pay property taxes and lodging tax through the same online payment portal. Georgia also charges a state hotel-motel fee of $5.00 per night on accommodations furnished by an innkeeper, under Department of Revenue rule 560-13-2-.01. These are guest-facing excise charges. They are separate from income tax depreciation and do not change how a house's components are classified.
Docks sit under a federal permit, not a county one
Chatuge is a TVA reservoir, so a private dock is not only a county matter. Section 26a of the Tennessee Valley Authority Act requires TVA approval before construction of certain structures on or along its waters. TVA's published Section 26a regulations list boat docks, piers, rafts, and boathouses among the examples of minor facilities, which cover most residential docks. TVA also publishes a page on safety work at Chatuge Dam, which TVA operates.
For depreciation, a dock is generally a 15-year land improvement, not part of the house. A permit is a record about the structure, not a depreciation rule, but it is the kind of document a study file can reference when the dock's age and scope matter. The regulations also say a new owner of a permitted facility must notify TVA within 60 days of a change in land ownership, a purchase-time item for a buyer to read in the regulation itself.

Lake houses and mountain cabins on one component list
A lake house and a hillside cabin sort onto the same list, with different site work. The shell, roof, foundation, and central HVAC stay on the building's own schedule, 27.5 years or 39, and a short-term rental averaging stays of 7 days or less generally lands on 39 (see the 27.5 or 39 years guide) in both. Cabinetry, appliances, carpet and most flooring, and decorative lighting generally move to the 5-year bucket, and certain built-in furniture to the 7-year bucket.
Lake houses: the dock or platform, a seawall or shoreline stabilization, and steps and walkways to the water are generally 15-year land improvements.
Mountain cabins: long gravel drives, retaining walls on slopes, drainage, decks, and fire pits are generally 15-year site work.
Both: exterior lighting, fencing, and landscaping tied to the property fall in the same 15-year bucket.
Lake summers tend to run longer stays, often close to a week, while fall weekends and shoulder-season trips run short. Blended across the year, a Chatuge rental's average period of customer use can land near the 7-day line in Treas. Reg. 1.469-1T(e)(3)(ii). At 7 days or less, the rental is not treated as a rental activity for passive loss purposes, and the question moves to material participation. Where the average lands depends on the actual calendar, month by month. See how the 7-day rule works.
Participation depends on who handles the work. An owner who lives nearby and handles turnovers personally is in a different position than an out-of-state owner using a property manager, since the manager's hours count in the 100-hour comparison. A lake house used personally adds the section 280A limit of the greater of 14 days or 10 percent of rental days. Whether a specific owner clears these tests is a question for that owner's CPA, run against the records.
Running a number for a specific property
The site's free estimate uses one published rule: take the building's value, not counting land, and apply 16% to 26% for a short-term rental. As a hypothetical round example, a lake house with a $1,000,000 building value returns an estimated first-year deduction of $160,000 to $260,000. That is a deduction range from the estimator's rule, not a figure for any owner and not a tax result. The ranges assume 100% bonus depreciation, which applies to property acquired after January 19, 2025. An engineered study sets the real number from the property itself. See how the estimate is built.
The estimate works from listing photos, no site visit required. A lake house owned for years can be studied through a look-back on Form 3115. For other mountain-lake markets, see the Lake Lure page or the vacation rental hub. The 60-second qualifier is at /qualify.
Frequently asked questions
Is Hiawassee in Towns County?
Yes. Hiawassee is the county seat of Towns County, Georgia, on Lake Chatuge near the North Carolina border.
What lodging tax rate does Georgia list for Hiawassee?
The Department of Community Affairs report updated August 8, 2025 lists 5% for Towns County and 8% for the City of Hiawassee. Lodging tax is collected from guests and is separate from depreciation.
Does a Lake Chatuge dock need a permit?
TVA's Section 26a regulations require TVA approval before construction of certain structures on its reservoirs, and list boat docks, piers, and boathouses as examples of minor facilities. TVA's website carries the current application process.
How is a dock treated for depreciation?
A dock is generally a 15-year land improvement, grouped with other site work such as seawalls, steps, and walkways, rather than part of the house.
Does a lake house get studied differently from a mountain cabin?
The rules are the same. A lake house adds shoreline items such as a dock and seawall to the 15-year bucket, while a cabin adds items such as long drives and retaining walls.
