Cost Segregation for Ellijay, Georgia Cabin Rentals
By Steven Ellis, Founder, Basis Property Group · Cost Segregation Guides · Vacation Rental Markets · Updated October 17, 2026
Quick answer
Cost segregation works on an Ellijay cabin the same way it works on any residential rental: an engineering study reclassifies the cabin's components, the stone fireplace facing, the cabinetry, the long gravel drive, into 5-, 7-, and 15-year schedules instead of leaving them on the building's own 27.5- or 39-year schedule. Ellijay is the seat of Gilmer County, Georgia, a separate county from Blue Ridge with its own short-term rental ordinance and its own lodging tax filings, so the local paperwork around the depreciation is different even though the federal rules are identical.

Watch a log cabin rental get built and classified
A hypothetical $600,000 three-bedroom log cabin goes up floor by floor, from the gravel drive and foundation to the game loft and the hot tub on the deck. Every component lands on its depreciation schedule as it is installed, and the year-one depreciation adds up on screen.
Gilmer County, not Fannin: why the county line matters
Ellijay is the seat of Gilmer County, in the North Georgia mountains. Apple orchards, the Georgia Apple Festival each October, and the spot where the Cartecay and Ellijay rivers meet to form the Coosawattee give the town its character, and Highway 515 makes it a straight drive from Atlanta. Blue Ridge is next door, but it sits in Fannin County. The two markets share a mountain look and a cabin-heavy rental stock. They do not share a county government, an assessor, a tax commissioner, or a short-term rental ordinance.
The depreciation rules are federal and identical everywhere. The paperwork around a rental is local. This page covers what Gilmer County publishes. For the neighboring market, see the Blue Ridge, GA cabin page.

A two-story rental house in isometric section, cycling through four depreciation schedules. Numbered callouts mark what sits in each: 5-year (carpet and flooring, cabinets, appliances, light fixtures, curtains), 7-year (furniture), and 15-year land improvements (driveway, fencing, landscaping, deck) are all bonus-depreciation eligible. The roof, load-bearing walls, foundation, and the central HVAC system stay on the 27.5-year (residential) or 39-year (commercial) schedule -- a structural roof and central HVAC are shell property, not 5-year, a common misconception this diagram corrects.

What Gilmer County publishes for short-term rentals
Gilmer County posts its short-term rental ordinance, Chapter 45 of the county code, on the county's official website, along with a fee and enforcement schedule. As written, it covers rentals in unincorporated Gilmer County and requires a short-term rental host license for each rental, renewed every year, with the license expiring December 31. It states that a short-term rental is not treated as a commercial business in the county, so the host license, not a business license, is the credential. The license number must appear in any advertisement, a local responsible party must be reachable around the clock and respond to complaints within four hours, and occupancy is capped at two guests per bedroom plus two. The county has also posted a proposed amendment, so the text can change.
The ordinance also calls for a host registry: the date, the number of guests, and the length of each stay, kept for at least three years. That is the same information the average period of customer use is built from. The 7-day test and the county's registry read the same bookings from two directions. See how the 7-day rule works.
Lodging tax: what Georgia's own report lists
Georgia's Department of Community Affairs publishes a hotel-motel excise tax report listing each local government's rate as filed with the state. In the August 2025 edition, Gilmer County and the City of Ellijay are each listed at 8 percent, and the City of East Ellijay at 5 percent. Which rate applies depends on whether a cabin sits in unincorporated Gilmer County or inside one of the two cities. Separately, Georgia charges a state hotel-motel fee of $5.00 per night on accommodations furnished by an innkeeper under Department of Revenue rule 560-13-2-.01, with no further fee after the first 30 nights of a single stay.
These are excise charges collected from guests. They are not the income tax depreciation covered below, and they do not change how a cabin's components are classified. They do belong in the owner's records.

Mountain-view and creek cabins on a component list
Gilmer County's rental stock leans toward mountain-view cabins, creek-side lots, and larger lodge-style homes. A study sorts each one by what the pieces are, not by the listing description. The log or timber shell, roof, foundation, and central HVAC stay on the building's own schedule, 27.5 years or 39, and a short-term rental averaging stays of 7 days or less generally lands on 39 (see the 27.5 or 39 years guide). Cabinetry, appliances, carpet and most flooring, and decorative lighting generally move to the 5-year bucket, and certain built-in furniture to the 7-year bucket.
Stone fireplace facing: often 5-year property in its own right, separate from the chimney and firebox behind it.
Long gravel or paved drives: mountain lots carry a lot of driveway, a 15-year land improvement.
Retaining walls and drainage: slope work cut for the cabin pad generally sorts into 15-year site work.
Decks, fire pits, exterior lighting: generally 15-year land improvements.
Ellijay's calendar has one sharp peak and a steady base. Fall brings apple-season and leaf-season trips, with festival weekends concentrated in October. The rest of the year runs on shorter weekend trips from the Atlanta area, plus tubing on the Cartecay in warm months. Many stays run a few nights, which usually keeps the average period of customer use well under the 7-day line in Treas. Reg. 1.469-1T(e)(3)(ii). At 7 days or less, the rental is not treated as a rental activity for passive loss purposes, and the question moves to material participation.
Participation is where location shows up. An owner who lives in Gilmer County and handles bookings and turnovers counts hours differently than an out-of-state owner who hires a local manager, since a manager's hours count in the 100-hour comparison. See the material participation guide. A family cabin used personally adds the 14-day or 10 percent limit in section 280A, covered on the 14-day rule page. Whether a particular owner's hours or days clear any of these tests is a question for that owner's CPA, run against that year's records.
Running a number for a specific cabin
The site's free estimate uses one published rule: take the building's value, not counting land, and apply 16% to 26% for a short-term rental to get an estimated first-year deduction. As a hypothetical round example, a cabin with a $400,000 building value returns an estimated first-year deduction of $64,000 to $104,000. That is a deduction range from the estimator's rule, not a figure for any owner and not a tax result. The ranges assume 100% bonus depreciation, which applies to property acquired after January 19, 2025. An engineered study sets the real number from the property itself. See how the estimate is built.
A cabin bought years ago can be studied through a look-back on Form 3115, covered on the page for property already owned. The estimate works from listing photos, no site visit required. Compare other mountain and lake markets on the vacation rental hub, or start the 60-second qualifier at /qualify.
Frequently asked questions
Is Ellijay in the same county as Blue Ridge?
No. Ellijay is in Gilmer County and Blue Ridge is in Fannin County. Each has its own assessor, tax commissioner, and short-term rental ordinance. The federal depreciation rules are identical in both.
Does Gilmer County require a license for a short-term rental?
The county's published Chapter 45 requires a short-term rental host license for each rental in unincorporated Gilmer County. Ellijay and East Ellijay are separate cities, so a property inside city limits falls under that city's own rules. The county's website carries the current ordinance text.
What lodging tax rate does Georgia list for Ellijay?
The Department of Community Affairs report updated August 8, 2025 lists 8% for Gilmer County and for the City of Ellijay, and 5% for the City of East Ellijay. Lodging tax is an excise tax collected from guests and is separate from depreciation.
Does land get depreciated on an Ellijay cabin?
No. Land never depreciates, so it is carved out of the purchase price first, and only the building value enters a cost segregation calculation.
Does a creek-side or mountain lot change a cost segregation study?
It changes what is on the component list, not the rules. Retaining walls, long drives, drainage, and decks are generally 15-year land improvements, so a lot with more site work has more items in that bucket.
